Colors>Greyscale.
Step 2 Select
the Magnifying Tool
Click

Draw
around your selected area.
Select
the Flood Fill Tool. Set your collor palletes "Foreground Color" to the color of your choice and you may set a Gradient Fill. The "Sunburst Gradient>Fading Foreground" was used in this example. Flood Fill the selected area with color.
While you still have the area selected you may want to apply a Plugin Filter. The filter "Pool Shadow" was used in the example to give a highlight to the hair and make it a little more "Natural". Play around with all different settings and filters until you get the look you like.
