Add a New Raster Layer
Layers || New Raster Layer Step

Select
the Text
Tool  and in a large
chunky font, apply your text.
Used in this tutorial
Font = Impact
Font Size = 48 points
Anti Alias = Checked
Floating = Checked
Color
= Your Choice.
Step

Contract
your selected text.
Selections || Modify || Contract || 2 Pixels
Hit the Delete
Key to remove the contents of the selection. Step

Deselect
your text.
Seletions || Select None
Step

Add a little drop shadow effect.
Effects || 3D Effects || Drop Shadow
Vertical = 2
Horizontal = 2
Opacity = 100
Blur = 4
Color = Black
